The Neighbourhood Plan will enable the local community to refine the adopted Stafford Borough Local Plan, and give local people more say in where new development goes and what kind of development is allowed.

Neighbourhood Plans are a new kind of plan, introduced by the Localism Act in 2011.

They are produced by local people for their own areas and are only brought into force after a majority vote by residents in a local referendum.

It is, therefore, very important that local people are able to have a say about what goes into the Neighbourhood Plan. Stone Neighbourhood Plan is being produced by a steering group of Town Councillors and local residents, with the support of neighbourhood planning specialists Urban Vision Enterprise CIC.

Neighbourhood Plans carry weight – they are part of the statutory planning system. This means that Stafford Borough Council will have to take the policies and proposals in the Stone Neighbourhood Plan into account when it makes decisions on planning applications in Stone.

The first step in producing a Neighbourhood Plan is to designate the Neighbourhood Area, which is the area that the Neighbourhood Plan will cover. The Town Council has proposed that the whole of the town within the town council boundary will form the Neighbourhood Area. Stafford Borough Council is currently considering the application to designate the Stone Neighbourhood Area.

The Town Council is consulting the local community now, before any plans or proposals have been made, so that people can influence what goes into the Neighbourhood Plan. We want to find out what local people like about Stone, what they don’t like, and what needs to change.

This information will enable us to identify the key issues which the Neighbourhood Plan will need to deal with. We will then be able to produce a vision for the town and a draft Neighbourhood Plan containing policies and proposals to turn that vision into reality, which will be the subject of further community consultation at a later stage.
